Building Division Updates
NEW Landscape and Irrigation Design Standards - Ordinance 2155 and Resolution 5586 (PDF) - Landscape and Irrigation Design Standards Manual
Starting on June 15th, 2024, all new construction must adhere to the new Landscape and Irrigation Design Standards. Please see below for more information regarding these new standards.

Project fees are calculated differently, depending on whether the project is new construction vs. remodeled space (existing square footage.)
- Remodel projects, as well as electrical, plumbing, and mechanical permit fees are based on project valuation (estimated cost of labor + materials.)
- New construction permit fees depend on square footage, occupancy group and construction type.
New Construction

Remodels
To estimate permit and plan review fees for remodels, first estimate the project cost (labor + materials) broken down into the following:
- General Remodel: $
- Mechanical: $
- Electrical: $
- Plumbing: $
- Locate the property on Bozeman's Community Development Map Viewer.
- Determine if your project is permitted per the UDC's Bozeman's Zoning Districts and Land Uses
- Confirm there are no open permits for the property. You can look up permit history by address using the Click2Gov Portal.
- Identify your Application Type - Once you have determined that the project is permitted in your zone, check below for the appropriate checklists, forms, and brochures.
Projects are reviewed under the International Residential Code (IRC) for one and two dwelling homes, and the International Building Code (IBC) for 3+ stories, or 5+ Dwelling Units. Projects reviewed under IBC are considered commercial, and must meet all requirements of the more stringent, commercial code.
Some helpful Reminders:
- One Structure = One Permit | Detached structures, such as a detached garage on the same lot require its own permit.
- ADU's or Additional Dwellings on a Lot Require a Unique Address - Please reach out to building@bozeman.net to request a unique address, separate from the primary address on the property.
On May 14th 2024, the City of Bozeman adopted Ordinance 2155 and Resolution 5586, updating the Landscape and Irrigation Design Standards for ALL new construction. Please visit the Water Conservation website to review new standards.
Any new construction projects (excludes remodels and TI's) not through prescreen by 4:00 PM on June 14th 2024 will be subject to these changes.
Beginning on June 15th 2024 applicants will need to fill out and upload the Landscape and Irrigation Self-Certification Form (PDF) indicating how the applicant plans to ensure that the new landscaping standards are met.
Residential New Construction*
Construction of NEW single family, two family or townhome dwellings.

- If your project is part of a Site Plan, Modification or Further Development, provide the application number in Section 1 and move on to Section 3.
- If your project is NOT part of a Site Plan, Modification or Further Development, make sure you complete Section 2.

- If your count goes over 39, please contact City Shops at 582.3200 for confirmation that the main will support the larger water meter.
- Sump Drain Policy (PDF)
- Properties w/ crawl spaces or basement.

Residential Addition (Adding New Square Footage)

This section applies to commercial projects, as well as residential projects that require International Building Code (IBC) compliance. This includes multifamily projects with 4+ dwellings.
Commercial New Build / Construction
A new commercial structure

Commercial Addition

Commercial Tenant Improvement
Remodeling an existing commercial structure, not adding any new square feet.

NOTE: If Fire Suppression & Alarms are part of the permit, they must be submitted, approved and issued with the City of Bozeman before framing inspections.
Revisions To Approved Plans
When changes are required to an already approved set of plans, revisions are required. To request revisions please email building@bozeman.net. When requesting revisions be sure to include the permit number, address of the project and a brief description of the revisions. While your project is in review for revisions, work and inspections can only continue in areas NOT affected by the revisions.
Drawing/Document Requirements
- Fill out and upload the Revision Worksheet (PDF)
- When replacing files with new ones, make sure they are named EXACTLY the same
- Indicate what has changed on each page. If the plans examiner cannot quickly locate the changes, your project could be sent back for corrections

About Signs in Bozeman BMC Sec. 38.560.010
The content of a sign is not regulated by the City, however, the City has established dimensional and construction standards for all signs to promote the health, safety, and welfare of the public.

Signs permitted upon the issuance of a sign permit. (Sec. 38.560.060)
A Building Permit is required to ensure that signs are installed correctly in all zones unless exempt from permitting requirements per Sec.38.560.050. Permits are required for new signs and all revisions to existing signs including a change in copy and alterations. Size and types of signs permitted are based on the building's frontage, along the public right-of-way.

- Upload Plans to Project Dox: Once fees have been paid, ProjectDox will provide a temporary Log-in and password for first time users; otherwise, use your existing log-in information.
Permitted temporary and special event signs (Sec. 38.560.040)
There are three types of temporary signs permitted with the submittal of an over-the-counter form and $10 fee. Once your application is processed and payment received, information is shared with Bozeman Code Compliance, so that officers are aware of permitted temporary signage.
- Sales / Special Events - Permitted up to 30 Days per calendar year
- New Business / Grand Opening - Permitted up to 60 days, once per lifetime of business
- Seasonal - Permitted up to 180 days per calendar year
- Submit Planning Application for Temporary Sign Permit via the ProjectDox Portal
- Upload PDF of application to Project Dox (Received via email once application has been submitted)
- You will receive your approval, or corrections electronically within a few business days.
Other Helpful Information:
- Temporary signs must conform to all other sections of the sign code.
- Temporary wall signs (banners placed on buildings) may not exceed what a property would normally be allowed according to the code.
- Temporary freestanding signs (banners placed in yards) may not exceed what would normally be allowed in each zoning district, typically 32 square feet in area and 5-feet in height for commercial districts.
- Non-commercial speech is exempt from permitting requirements as long as signs conform to the exempt signs section. Examples in residential districts are political signs that do not exceed 9 square feet per individual sign in total area at any particular time and, if freestanding, 5 feet in height. Examples in commercial districts are help wanted signs with no logo, branding, or commercial messages.
- No lighting is allowed for temporary freestanding signs.
- Portable signs are prohibited, except downtown.
- Freestanding signs must be placed on private property, not in the public right of way, typically 1-foot or more behind the sidewalk.

Comprehensive Sign Plans (Sec. 38.560.080)
A comprehensive sign plan must be submitted for all NEW commercial, office, industrial and civic uses consisting of two or more tenant or occupant spaces on a lot, or two or more lots subject to a common development permit or plan.
For existing buildings, a comprehensive sign plan is not required, but highly recommended to facilitate and simplify sign permitting for tenants.
A comprehensive sign plan will not be approved unless it is consistent with this division 38.560. The purpose of the plan is to coordinate graphics and signs with building design as well as allocate sign area to individual tenants.

Required Forms
Other Signage:
- Window Signs - A window sign is any sign painted, attached, glued or otherwise affixed or suspended within 18 inches behind a window for the purpose of being visible from the exterior of the building. Window signs painted on the window or physically affixed to the interior of a window are exempt from permits, provided they do not occupy more than 25% of the area of the window in which it is displayed. If it exceeds 25% of the area of the window, it will be classified as a wall sign.
- Prohibited Signs(Sec. 38.560.030) - Prohibited Signs include but are not limited to: roof signs, beacons, spotlights, flashing, blinking, animated, or LED signs, pennants, streamers, windsocks, stringed flags, inflatable signs, tethered balloons, and both temporary and permanent signs put up without a permit.
- Signs exempt from permit requirements (Sec. 38.560.050) - Temporary Real Estate, Political Campaign, or other noncommercial speech signs do not require permits.
- In residential zones, exempt signage must be no larger than nine square feet in area or five feet in height. No more than 32 square feet of signage can be displayed at the same time.
- In commercial zones, exempt signage may be no more than 32 square feet in total area and no more than 5 feet in height. Setbacks may apply, refer to Sec.38.560.050.

- Sandwich Board Signs (only permitted downtown) These must be placed adjacent and perpendicular to the building within 4' of the business entrance. They cannot exceed 5' in height and 3' in width. The $50 permit must be renewed annually. Please review the Engineering Infrastructure & Permits webpage for additional guidance on downtown encroachment permits for sandwich board signs.

Building Inspection
Building permits exist so that work can be tracked and inspected for compliance with appropriate building codes. If something is to be covered in a construction or remodeling project, Building Inspectors need to inspect for building code compliance.
Helpful Tips & Common Issues w/ Inspection:
- Subcontractor permits have not been pulled
- No matter the timeline, all permits must be pulled for a project before any inspections can take place.
- Inspections scheduled for projects that have permits to be issued will be cancelled.
- Subcontractors can email building@bozeman.net with application number (ex. 23-12345), company name (must have active business license), and CD Technician staff can issue the permit electronically.
- Approved plans (with city stamp in upper right corner) and permits must be on job site at all times.
- Ensure a clean & safe job site.
- Work must be completed prior to scheduling inspection.
FAQ's:
- Does homeowner or Contractor need to be present for inspection?
- Work area must be accessible by inspectors, including plans and permits.
- Can I schedule a same-day inspection?
- Inspections must be scheduled prior to 2PM the business day prior to the inspection
- Can I schedule the inspection time?
- No - so that inspectors can plan the most efficient route possible, they determine the time and order of inspections.
- If your inspection has to be rolled/rescheduled, staff will notify the contact listed on the inspection request.
