The Neighborhood Services division houses the Parking and Code Compliance divisions of the city and has a specific focus on health and safety impacts related to houseless residents living in the right-of-way. Our goal is to provide one central place for quality-of-life concerns, both specific to unhoused residents and the broader community.

Code Compliance Officers within this division help to enforce city codes throughout the city, and some officers are dedicated full-time to enforcing Ordinance 2147 (View the English - PDF or the Spanish - PDF) which regulates camping in the right-of-way. Parking Officers enforce parking violations throughout the city and coordinate with Code Compliance officers on removing abandoned vehicles, both around the city and in areas where unhoused people stay.

The City recognizes that people experiencing homelessness have a constitutional right to keep themselves warm and dry while sleeping when there are no other forms of shelter available. We also recognize that as a city, we have a responsibility to maintain a healthy and safe community for everyone, housed and unhoused. This division ensures that impacts on our public space are managed with compassion for those who have no other housing options.
