Bozeman's Streets Are For Everyone Priorities

Physical

This part of the plan focuses on physical changes we can make to our transportation infrastructure to increase safety for every user of the road.

  • Starting immediately, every new City transportation project will prioritize roundabouts as the preferred intersection type. The safety statistics for roundabouts are proven and undeniable - they can reduce fatal crashes by 90% and have a 76% reduction in injury crashes.
  • By summer 2023, Transportation & Engineering will increase the number of planned bicycle and pedestrian projects within the City. These projects will provide safer spaces for these users so they are not competing for space with busy traffic.
  • By January 2024, the Transportation & Engineering division will make key safety updates to our City's engineering standards. This could include things like narrower lane widths (which help to slow down vehicles) and shared use paths.

Policy

A key part of the plan is changing policy itself, improving the rules and procedures that are in place.

  • By the summer of 2023, the City will lower speed limits to 35 miles per hour and below across the city. Driving slower gives drivers more time to react and make better driving decisions.
  • By January of 2024, Transportation & Engineering staff will make updates to the Unified Development Code. This includes adjusting the level of service threshold (the measurement of traffic flow, delays, etc.). For example, slowing vehicles down may cause additional delays, which would be unacceptable under higher levels of service thresholds that require traffic to move quickly.
  • By fall 2023, the City will increase the amount we have dedicated to bicycle and pedestrian facilities, resulting in more bicycle and pedestrian infrastructure around town.

Policing

Enforcement is a key part of any safe transportation system. The safest designed roads in the world still can't change bad driving decisions. However, a Police Officer might be able to catch bad behavior, such as drunk driving, before it harms others.

  • Starting immediately, officers will focus enforcement efforts on safety-critical transportation and intersection-related items.

    Promotion

    It is everyone's responsibility to be safe and watch out for others when they use the transportation system. Our goal is to remind people of their responsibility through education and promotion. A public that is well educated about road safety will help contribute to a safer community overall.

    • By the spring of 2023, the Communications division within the City will create a framework for a communications campaign around traffic safety education.
    • By spring 2023, City staff will partner with other community organizations and constituents to create programs for education and outreach about safer users and streets.
