Are Neighborhood Associations different than Homeowner's Associations (HOAs)?
Yes. Though goals and functions may overlap to some degree, HOAs have a narrower focus than Neighborhoods. HOA membership is limited specifically to property owners while neighborhoods include renters and neighborhood businesses.
Homeowner's Associations are formed by a developer and pertain to a specific subdivision or project. The association provides the framework for the maintenance of the development's common grounds and amenities, for instance a parking lot or common area landscaping. All homeowners are compelled to follow the codes, covenants and restrictions governing the development and pay association dues.
Neighborhood Associations are formed based on the needs and desires of residents within a certain area of a city that may contain several subdivisions or HOAs. Neighborhood associations offer a place to meet friends, exchange information, create projects and priorities, propose solutions, and have fun. The association gives residents a forum to discuss common concerns and to brainstorm and implement possible solutions in collaboration with City of Bozeman staff and leadership.
Model Homeowner Association (HOA)/ Property Owner Association (POA) Covenants
In 2023, we engaged with residents on the Model HOA/POA Covenants project, a project that worked to establish draft covenants that HOAs could adopt that line up with city priorities like water conservation, composting, and childcare. City Commission approved the documents listed below in November 2023. Please feel free to use these templates as you update or create the laws your HOA will abide by.
